The Illinois House of Representatives is considering legislation that would effectively reverse the much-reviled 2005 Hosty v. Carter
decsion that enabled public colleges in the three-state 7th Federal Court District to exercise prior review of student publications. The Hazelwood
standard which operates at public elementary, middle, and high schools, was applied to college campuses, long-recognized as public forums.
